Makeready Waste in Flexo Labels: Why It Dominates Short Runs

The quote that looked fine until the press stopped
A converter reruns a job they've printed a dozen times — same die, same substrate, same three colours. The original order was 5,000 units and it ran clean and profitable. The reorder is 500 units, so the estimator does what feels reasonable: takes the per-label rate from the last job and quotes it straight across. Same label, smaller number, easy math.
The job loses money. Not because the ink cost more or the press ran slower — because the press still needed roughly the same amount of time and substrate to get from "web loaded" to "first good label," and that fixed cost now has to be recovered across one-tenth the units. The estimator priced makeready waste as if it scaled down with the order. It doesn't. It barely moves.
This is the single most common reason a small-run flexo quote looks fine on the spreadsheet and bleeds money on the floor. By the end of this piece you'll be able to build a makeready waste allowance into a quote that holds up whether the run is 500 units or 50,000.
What makeready waste actually is (and isn't)
Makeready waste is the substrate consumed getting a press from "loaded and idle" to "printing to spec" — every foot that runs before registration, ink density, impression pressure, die-cut depth, and web tension are all correct at once. On a multi-colour flexo job, that typically means:
- Registering each colour station to the others, one at a time
- Bringing ink density up to the approved target for each station
- Setting die-cutting pressure so the label cuts clean without scoring the liner
- Correcting web tension and tracking once the substrate is actually moving at speed
None of that substrate is sellable. It isn't a byproduct of running the job — it's the cost of being able to run the job. That distinction matters, because it's also what separates makeready waste from running waste (splices, web breaks, QC pulls during the run itself), which behaves differently and scales more directly with run length.
Why makeready waste is a fixed cost — and why that dominates short runs
Here's the mechanism, and it's the whole reason this topic deserves its own line item rather than a rounding error in the estimate: makeready waste is largely fixed per job, not proportional to job size. Getting four colours into registration takes roughly the same number of feet whether the order behind it is 500 labels or 50,000.
That means the cost per label attributable to makeready falls as volume rises — and rises sharply as volume falls. A job with a flat 200 feet of makeready waste and a die cut that yields, say, 8 labels per foot, imposes 1,600 wasted labels' worth of substrate and press time on any run at all. Spread across 50,000 units, that's noise. Spread across 500, it can be more units than the order itself.
This is a big part of the mechanism behind the flexo-to-digital crossover that comes up constantly in short-run pricing conversations: flexo's fixed setup cost — plates, die, and makeready — amortises well at volume and poorly at low volume, which is exactly where a digital press's per-impression or coverage-based cost structure starts to look more competitive. The crossover point itself moves with colour count, label geometry, and configured plate cost — there's no fixed universal number — but the underlying reason it exists is this fixed-cost behaviour of makeready.
How colour count and die changes multiply the waste
Makeready waste doesn't just sit at one flat number across every job — it compounds with complexity. Each additional colour station is another registration pass, another density check, another few feet of substrate spent before that station is dialed in. A one-colour job and a six-colour job on the same press and the same die are not the same makeready problem; the six-colour job has, roughly speaking, six times the registration work, even if the run length is identical.
Die changes add another layer. Swapping tooling mid-shift means resetting cut pressure and re-checking registration to the new die, which is its own waste event layered on top of colour registration. This is exactly why a press-speed curve built by colour count, and a per-colour plate cost, aren't cosmetic details in an estimate — they're the inputs that let a makeready allowance scale with what the job actually requires instead of a flat guess applied to every quote regardless of complexity.
A worked example: building a makeready waste allowance
Worked examples are easiest with round numbers, so treat the figures below as illustrative, not industry benchmarks — the method is what transfers to a real job.
Say a shop tracks that a typical 3-colour job needs about 150 feet of substrate to reach full registration and density, and the die yields 10 labels per foot. That's 1,500 labels' worth of substrate spent before the first good label — plus the press time to get there. For this example, assume a loaded press rate of $150/hr, and that makeready on this job takes 40 minutes: that's $100 in press time, plus the substrate cost of those 1,500 wasted labels at whatever the MSI-based substrate rate works out to for that stock and label size.
Now run that same fixed allowance across two order sizes:
- 500-unit order: 1,500 labels of makeready waste against a 500-unit order means the press consumes three times the substrate of the order itself just to get to spec. The makeready cost, spread over 500 good labels, is a large number per label.
- 5,000-unit order: the same 1,500-label, $100 makeready allowance spread over 5,000 good labels is a small fraction of a cent per label.
Same job, same press, same die — wildly different per-label impact, because the numerator didn't change and the denominator did. That's the whole argument for pricing makeready as its own line rather than folding it into a blended per-label rate that only holds true at the volume it was built for.
Where makeready waste hides in an estimate
A few contributors get missed even by estimators who know to budget something for setup:
- Substrate changes mid-job — switching from a liner-and-face combination to a different stock resets tension and sometimes density.
- New ink lots or a fresh Pantone match — colour that was dialed in last time doesn't carry over automatically if the ink batch changed.
- Anilox condition — a worn or improperly matched anilox roll can extend the density-matching portion of makeready well past what a clean roll would need.
- First-run-of-the-day drift — press temperature and ink viscosity shift overnight, so the first job of a shift often needs a longer makeready than the second job on the same setup.
None of these are exotic. They're the ordinary texture of a real shift, and they're exactly the line items that get lost when makeready is estimated from memory instead of tracked job to job.
Pricing what's left instead of guessing at it
The fix isn't eliminating makeready waste — some of it is unavoidable physics of getting a web to registration. The fix is knowing the number and pricing it deliberately, especially on short runs where it dominates the total. That starts with reducing avoidable waste through better standing setups and anilox discipline, and it shows up most sharply in how a short run should be priced relative to a long one on the identical tooling.
